Germany has always been an integral part of the Baltic Sea region, not only culturally, but also economically or politically Through the definitive changes of the political geography in 1990 Germany faced new challenges. With the foundation of the Council of the Baltic Sea States a genuine democratic association around the Baltic Sea was built — among other things to support new democratic institutions. Germany took over the presidency of the Council in July 2000 and could exercise valuable influence in sense of region-building. At the same time the region should become more competitive and be a trade-mark of knowledge and science. But a successful politic has to be made in partnership with Russia.
